In 1903, the villages of Popenki and Zozulyany belonged to Emmanuel Ivanovich Goylov [7] . It is known that Ms. Goilova at the same time was a member of the Board of Trustees of the Vykhvatinetsky two-year parish school named after A.G. Rubinstein [18] and on November 14, 1904 she donated 200 rubles to the school. Probably, Emmanuel Goilov died in 1913 and a note was published on this subject in the newspaper Rada of August 24, 1913 [19] :

"S. POPENKI, Balta district (on the skirts). Will. Harvest
Recently died Didych our village D. Goilov. He bequeathed to each of the villagers who served him to give out a thousand Karbovanets . Recipients of this number for two hundred people, all the rural poor. In addition, the village of Goilov gave the villagers 250 dessiatines of land, which is good for growing vineyards. Church and school bequeathed to 3000 karbovanets. Managing Manisaly that with small serves him - 2000 acres. This gift raised the welfare of the villagers. Now they are putting their farms in order and buying land for this money. As for the life of Goylov, he helped people as much as he could: with money, land, arable land, cattle.

"
The note briefly describes the life of the village. In particular, it is mentioned that over the last 10-12 years, peasants have grown vineyards of Bessarabian and French vines, from which they receive a good income. The author complains of the frequent summer rains, which have damaged the harvest this year: few grapes were produced, and the bashtans were damaged. At the same time, there was enough bread and in the period of long rains there was good fishing, you could catch sterlet 5 poods. The village, located in a good place, near a forest and rocks with streams, is marked as attractive for life, but poor culturally: residents do not have access to the press.
